MINUTES FROM THE JOINT MEETING OF THE DEERFIELD
VILLAGE BOARD AND VILLAGE PLANNING COMMISSION
DECEMBER 13, 2006

1. CALL TO ORDER AT 6:30 P.M. AT THE VILLAGE HALL, 4 N. MAIN STREET, DEERFIELD, WI AND ROLL CALL

President Evensen called the meeting to order at 6:30 pm. 

Present on behalf of the Village Board were Evensen, Haag, Kiefer, Frutiger and Wilkinson.  Absent was Searle.

Present on behalf of the Planning Commission was Evensen, Frutiger, Bastian, Riesop and Quamme.  Absent was Searle and Demerath.

Also present was Connie Anderson and Town of Deerfield Board Members.

2. APPROVAL OF AGENDA

Motion by Evensen, second by Bastian to approve the agenda.  Motion carried.

3. PRESENTATION AND EXPLANATION OF THE PROPOSED CONCEPT PLAN FOR DEVELOPMENT ON THE LAND WEST OF THE VILLAGE AND NORTH OF LIBERTY STREET AND UPDATED FINANCING PLANS BY THE DEVELOPER AND VILLAGE STAFF

Don Tierney presented an updated concept plan for the development of land West of the Village and North of Liberty Street.  The new plan added streets and eliminated the multi family area being replaced with single family homes.  Discussion was held on storm water and how he was addressing present storm water problems and future problems.  Administrator Otte explained that the updated financing plan and why the cost increased.  Discussion was then held on the plan and how the school cost will be covered.  The Commission and the Board conceptionally approved the updated concept plan and financing plan.

4. REVIEW/ACTION – AMENDMENT TO VILLAGE OF DEERFIELD URBAN SERVICE AREA

Administrator Otte stated that the application for the amendment was not complete.  However, he would like to verify that the Board and Commission had no objections to including all of the Nelson Farm, North of Liberty Street, in the service area.  After discussion, the Board and Commission felt that there was enough area available that the entire Nelson Farm should be included in the Urban Service Area.

5. REVIEW/ACTION – ORDINANCE #O2006-21 “ANNEXING LANDS TO THE VILLAGE OF DEERFIELD” (LIBERTY STREET)

Administrator Otte explained this area that is being proposed to be annexed is the Liberty Street right-of-way and was included in the TIF Plan Amendment.

After review, motion was made by Evensen, second by Bastian that the Planning Commission recommend the annexation of the land describe in the annexation petition from the school district.

Motion by Evensen, second by Haag to adopt ordinance #O2006-21 “An Ordinance Annexing Lands to the Village of Deerfield, Wisconsin”. (Liberty Street between Oak Ridge Court and Robert Nelson Road).  Motion carried.

ANY OTHER SUCH MATTERS AS ALLOWED BY LAW

None

Motion by Evensen, second by Kiefer to adjourn at 8:00 pm.  Motion carried.
