MINUTES FROM THE REGULAR MEETING
OF THE DEERFIELD VILLAGE BOARD
APRIL 9, 2007
CALL TO ORDER AT 7:00 P.M. AT THE VILLAGE HALL, 4 N. MAIN STREET, DEERFIELD, WI AND ROLL CALL
President Evensen called the meeting to order at 7:00 pm. Present was Evensen, Frutiger, Haag, Kiefer, Searle and Wilkinson.
Also present was Dalton Schreiber.
APPROVAL OF AGENDA
Motion by Evensen, second by Wilkinson to approve the agenda. Motion carried.
APPROVAL OF MINUTES FROM MARCH 26, 2007 AND JOINT VILLAGE BOARD/PLANNING COMMISSION FROM MARCH 27, 2007
Motion by Evensen, second by Kiefer to approve the minutes from March 26, 2007 as corrected. Motion carried. Wilkinson and Frutiger abstained from voting.
Motion by Evensen, second by Kiefer to approve the minutes from Joint Board/Planning Commission meeting on March 27, 2007 as corrected. Motion carried.
PUBLIC INPUT
a) FIRE DEPARTMENT REPORT BY SCOTT MACK
1) Updated the Board on building addition.
2) Bowling Tournament
Evensen explained cost of building verses budget.
Discussion was held on occupancy permit, interns and EMS coverage improvements.
1. REVIEW/ACTION – CLAIM FOR REFUND OF 2006 PROPERTY TAX – BURDICK, INC. - EVENSEN
Evensen stated that the Finance Committee recommends the refund of 2006 taxes to Carl Ruedebusch, LLC. & Burdick, Inc. in the amount of $12,087.80 per Wis. Statues 70.511(2)(b) and to file the necessary documents with the state to charge back the prorated portion of taxes to the other taxing jurisdictions.
Motion by Evensen, second by Searle to refund 2006 taxes to Carl Ruedebusch, LLC. & Burdick, Inc. in the amount of $12,087.80 per Wis. 2. REVIEW/ACTION – AWARD CONTRACT FOR LAWN MOWING 2007 - EVENSEN
Evensen stated the following bids were received:

Evensen stated that the Finance Committee recommends awarding the 2007 Park & Open Space lawn mowing to
Meitner Land Service, LLC. as follows – Parks $6,000.00 and Rough Areas $2,000.00.
Motion by Evensen, second by Wilkinson to award the 2007 Park & Open Space lawn mowing to Meitner Land Service, LLC. as follows – Parks $6,000.00 and Rough Areas $2,000.00. Motion carried.
3. REVIEW/ACTION – PURCHASE OF MUNICIPAL COURT SOFTWARE - EVENSEN
Evensen stated that the Finance Committee recommends to the Board to purchase Praxis Quick Clerk Software for a price of $1,500.00 on the recommendations of staff.
After discussion, motion by Evensen, second by Searle to purchase Praxis Quick Clerk Software for a price of $1,500.00 on the recommendations of staff. Motion carried.
4. REVIEW/ACTION – APPROVAL OF BILLS
Evensen stated the Finance Committee recommends the approval of check #40383 – 40434 in the amount of $120,112.44 except for Dvorak payment until the bill is explained by Public Works and Praxis check should be held if the Board does not approve the purchase.
Motion by Evensen, second by Wilkinson to approve the payment of check #40383 – 40434 in the amount of $120,112.44 with Dvorak check to be held until an explanation of the bill is done by Public Works. Motion carried.

a) APRIL 3, 2007 ELECTION REPORT
A total of 320 people voted.
Justice of the Supreme Court: Linda Clifford received 152 votes and Annette Ziegler received 154 votes.
Court of Appeals Judge – District 4: Paul Lundsten received 225 votes.
Circuit Court Judge – Branch 5: Diane Nicks received 230 votes.
Municipal Village President: John Mathews received 171 votes and 103 write-in votes.
Village Trustee – 2 Year Term: Mary Chadwick-Kiefer received 252 votes, Tom Cipriano received 138 votes, Greg Searle received 218 votes and Dalton Schreiber received 201 votes.
Village Trustee – 1 Year Term: Paul Haag received 262 votes.
Municipal Judge: David Olson received 260 votes.
Deerfield Community School District: Thomas Bush received 240 votes, Doug Cwik received 230 votes, Chuck Poirier received 227 votes and 5 write-in votes.
b) THANK YOU DEERFIELD SCHOOL - GRANT
The Village received a Thank You note from the school for the CDTF Grant money.
The Board members thanked Evensen for his many years of service.
Kiefer stated that the Fire Department will be burning the School ponds.
Searle stated that anyone with concerns about the police service should contact the Village office.
