SPECIAL VILLAGE BOARD MINUTES
VILLAGE OF DEERFIELD

FOR A SPECIAL MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF DEERFIELD HELD AT THE DEERFIELD FIRE STATION, 305 N. INDUSTRIAL PARK ROAD, DEERFIELD, WISCONSIN ON WEDNESDAY,
AUGUST 20, 2008 AT 5:30 P.M.

I. CALL TO ORDER – NOTING OF ROLL BY CLERK
President Mathews called the meeting to order at 5:37 P.M.  Roll call present: Mathews, Frutiger, Schreiber, Tebon, Smith and Wilkinson.  Kiefer joined the meeting at 6:14 P.M.

Also present – see sign in list on file in the clerk’s office.

II. CONSIDER AND MOVE TO CLOSED SESSION AT APPROXIMATELY 5:30 P.M. PURSUANT TO §19.85(1)(e) FOR THE PURPOSE OF CONSIDERING AN OFFER TO PURCHASE AND/OR POSSIBLY PURCHASING AN EASEMENT FROM RAYMOND AND BEVERLY STORLIE FOR STORMWATER DRAINAGE NORTH OF THE VILLAGE AND AN INTERGOVERNMENTAL AGREEMENT WITH TOWN OF DEERFIELD FOR STORMWATER FACILITIES AND ROAD MAINTENANCE.

III. Motion by Tebon, second by Smith to move into closed session at 5:37 P.M. pursuant to §19.85(1)(e) for the purpose of considering an offer to purchase and/or possibly purchasing an easement from Raymond & Beverly Storlie for stormwater drainage north of the Village and an intergovernmental agreement with Town of Deerfield for stormwater facilities and road maintenance and to allow Karmon Mesbah, Ray & Beverly Storlie, representatives of the Town of Deerfield and Attorney Connie Anderson be present.  Roll call vote: Yea – Mathews, Frutiger, Schreiber, Tebon, Smith, and Wilkinson.  Absent Kiefer.  Motion carried.

MOVE TO OPEN SESSION AT APPROXIMATELY 6:10 P.M. AND TAKE ACTION, IF ANY, TO CONSIDER AN OFFER TO PURCHASE AND/OR POSSIBLY PURCHASING AN EASEMENT FROM RAYMOND AND BEVERLY STORLIE FOR STORMWATER DRAINAGE NORTH OF THE VILLAGE AND AN INTERGOVERNMENTAL AGREEMENT WITH TOWN OF DEERFIELD FOR STORMWATER FACILITIES AND ROAD MAINTENENCE.
Motion by Smith, second by Frutiger to move into open session at 7:19 P.M.  Roll call vote: Yea – Mathews, Frutiger, Kiefer, Schreiber, Tebon, Smith, and Wilkinson.  Motion carried.

Motion by Wilkinson, second by Tebon to approve the Stormwater Drainage Easement and Agreement including the exhibits (as amended) between the Village of Deerfield and Raymond & Beverly Storlie as on file in the Village Clerks office.  Roll call vote: Yea – Mathews, Frutiger, Kiefer, Schreiber, Tebon, and Wilkinson.  Nay – Smith.  Motion carried.

Mathews stated that the Intergovernmental Agreement with the Town of Deerfield would be held over to allow the Town Board additional time for review.

IV. ADJOURN
Motion by Smith, second by Frutiger to adjourn the meeting at 7:22 P.M.  Motion carried.
