SPECIAL VILLAGE BOARD MINUTES
VILLAGE OF DEERFIELD

FOR A SPECIAL MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF DEERFIELD HELD AT THE DEERFIELD VILLAGE HALL, 4 N. MAIN STREET, DEERFIELD, WISCONSIN ON WEDNESDAY, JULY 30, 2008 AT 6:00 P.M.

I. CALL TO ORDER – NOTING OF ROLL BY CLERK
President Mathews called the Village Board meeting to order at 6:00 P.M.  Roll call present: Kiefer, Mathews, Frutiger, Smith, Wilkinson and Tebon.  Absent: Schreiber.

Also present – See sign in list on file in the clerk’s office.

II. CONSENT AGENDA
Motion by Kiefer, second by Frutiger to amend the wording of the agenda from “Public Works/Mechanic Employee” to “Public Works Technician Employee”.  Motion carried.

III. PUBLIC APPEARANCES
A. PUBLIC COMMENTS
Mathews stated that Mr. Storlie’s comments would be heard during that agenda item.

IV. UNFINISHED BUSINESS, REVIEW & ACTION THERE ON:
1. DOCUMENTS FOR A STORMWATER DRAINAGE EASEMENT AND AGREEMENT FROM RAYMOND STORLIE & BEVERLY J. STORLIE AND COMPENSATION
Motion by Tebon, second by Frutiger to approve the stormwater drainage easement with the following conditions:
 On the design exhibit – clarification if there will be 1 or 2 stand-pipes at the inlet of the drain title
 In the legal description exhibit – verification that the legal description is correct.
 On the map of the legal description – correct, if needed, that the unnamed road is a 3 rod road.
 On the ditch maintenance – the height limits can be changed from 12” to 18” to 6” to 18” if approved by the Village Engineer.
 Legal review corrections
Roll call vote: Yea – Kiefer, Mathews, Frutiger Wilkinson and Tebon and Nay – Smith.  Motion carried.

B.  LICENSES & PERMITS
1. OPERATOR LICENSE FOR KRYSTINA BILSKY
After review of the application, motion was made by Mathews, second by Wilkinson to approve the operator’s licenses for Krystina Bilsky.  Motion carried.

C.  REVIEW & ACTION:
1. JOB DESCRIPTION PUBLIC WORKS TECHNICIAN EMPLOYEE
Motion by Kiefer, second by Wilkinson to approve the job description with the following changes:
2. change “Public Works/Mechanic Employee” to “Public Works Technician Employee”
3. under Other Duties change “Perform computer data entry” to “Basic computer knowledge”.
Motion carried.

2. AUTHORIZING THE ADVERTISEMENT FOR THE PUBLIC WORKS TECHNICIAN EMPLOYEE
Motion was made by Kiefer, second by Smith to advertise for the Public Works Technician Employee position using the Independent and associate newspapers.  Motion carried.
