ATTENTION DOG AND CAT OWNERS

Dogs are required by state law to have a rabies vaccination (after 5 months of age) and a license.  In addition, cats are required by the Village to be licensed.  Licenses for 2008 are available at the Village Hall.  The cost is:

$10.00-spayed and neutered
$15.00-nonspayed/unneutered
$ 5.00-late fee after 3/30/08

A Proof of Rabies vaccination MUST be presented when applying for a license either at the Village Hall or mailed with payment and a self-addressed stamped envelope to:  Village Hall. P.O. Box 66, Deerfield, WI 53531.  Licenses for 2008 must be obtained prior to March 30 to avoid a late charge.

PLEASE DON’T ALLOW DOGS AND CATS TO RUN AT LARGE!

The Village of Deerfield has a three-dog per household limit; however, only two dogs may be outside at the same time.  All pet owners must remove feces from public and private property to maintain healthy conditions.

PARKING REGULATIONS
Winter and Alternate Side Parking
Winter parking regulations are in effect and enforced regardless of weather conditions.  Please remember to park your vehicles appropriately for snow plowing.
Between Nov. 15 through April 15, Village residents should follow the alternate side parking regulations.  Park on the even side of the street on even dates and the odd side of the street on odd dates except on specially marked streets.

Main Street and Holiday Parking
There is no parking on Main Street between 2:00 A.M. and 6:00 A.M. from October 1 through May 1.
Two-hour parking on Main Street is enforced except for Sunday and Municipal Holidays which are:  New Years Day, ½ day on Good Friday starting at noon, Memorial Day, 4th of July, Labor Day, Thanksgiving, the day after Thanksgiving, Christmas Eve and Christmas Day.  Call 764-5626 with questions.

GARBAGE/RECYCLING RATES.

The 2008 monthly garbage/recycling utility rates are:  Residential and small commercial units-$10.30, commercial units-$18.40 and net recycling charges-$3.55 per unit.  These are the same as 2007.

TREE AND BRUSH PICKUP
Tree and brush pick-up is done year round on the second and fourth Thursday of each month.  Call John Doyle at 608-764-5497 with questions.

“ADOPT A HYDRANT” PROGRAM
Individuals interested in keeping a fire hydrant free of snow in a four-foot radius from the hydrant are encouraged to “Adopt A Hydrant”.  Hydrants free of snow allow quick access in case of an emergency.  Contact the Village Hall at 764-5404 and register your intention.

ELECTION OF MUNICIPAL OFFICIALS
Those wanting to run for municipal office should stop in at the Village Hall to pick up the necessary paper work.  A candidate must live within the Village limits, be 18 years of age, a citizen and cannot be a felon.
Candidates need to file a Campaign Registration Statement prior to circulating Nomination Papers, and must complete a Declaration of Candidacy.  Deadline for submission is Wednesday, January 2, 2008 by 5:00 P.M.

COMMUNITY DEVELOPMENT TRUST FUND APPLICATIONS
CDTF applications are available at the Village Hall and are due by February 1, 2008.  Applications must be for long-term projects benefiting the Village.  Approximately $29,400 is available.
The CDTF Committee reviews applications with recommendations made to the Village Board for approval.  Call the Village Hall for more information

Anyone interested in becoming a volunteer Fireman or serve on the EMS staff should contact the Deerfield Fire Department at 764-5343

2007 December

PRESIDENT’S MESSAGE

The Village has made progress on a number of important issues.  Here is a brief update:

 TID Grants for the downtown area.  The Village was awarded cash grants totaling $100,000 for building improvements.

 Completed the repaving of Brictson and Park View Road.

 To expedite the development on the Nelson Farm, the Village will amend its Urban Service Amendment before the Capital Area Regional Planning Commission.  This will allow development to begin in the spring of 2008.

 On the East side of the Village, the improvements are nearing completion on the Drumlin Hill Development.

 We are presently working with a developer and operator for the construction of a grocery store on the South side of the Village.  The issue we are presently working on is the access to the property off Hwy 73.

 The installation of lighting on the Baseball diamond in Community Park has started.  This project will be completed in time for the 2008 Little League session.

SIDEWALK SHOVELING AND SNOW REMOVAL REMINDERS

Property owners are responsible to keep their sidewalk clean and the Public Works Department reminds residents that all sidewalks must be shoveled or have ice removed by 5:00 P.M. the day after the snow has stopped.  Sidewalks not cleared will be done by the Village Public Works Department at a minimum charge of $80.00, which will be billed to the property owner.  In addition to Village charges, a citation may be issued.  Also, it is in violation of Village Ordinance to push or shovel snow into the street, it must be placed in the terrace or lawn area of the property.

BUDGET NUMBERS FOR 2008 AND MILL RATE FOR 2007 TAX BILLS

The Village board approved its local 2008 budget on November 26, 2007, resulting in a general levy for 2007 of $953,016.48 and a mill rate of $6.538, which along with the budgets from other taxing authorities resulted in a total mill rate of $20.904 a decrease from 2006 of .086 cents.

This means that taxes on a $150,000 house in 2006 were $3,148.50 and for 2007, taxes will be $3,135.60, a decrease of $12.90. The lottery credit for 2007 will be $98.52 for those who occupy their primary residence as of January 1, 2007.

The assessed value of the Village for 2007 has increased over $4,552,600 from 2006. The value of the Village for 2006 was $141,220,700 and for 2007 is $145,773,300.  This is attributed to the new housing growth.

TAX PAYMENT INFORMATION
Tax collection for December payments will be accepted at the Village Hall until 4:30 P.M. on December 31 or postmarked by December 31, 2007.  January payments will be accepted at the Village Hall until 4:30 P.M. on January 31 or postmarked by January 31, 2008.  Payments after January 31 are made to the Dane Co. Treasurer.  You qualify for a lottery credit if you owned and lived at a property since January 1, 2007.
